Duties And ResponsibilitiesUnder the guidance of and with support from the UN RCO and the UNCT working group created for this purpose, the consultant will have the following tasks: 1. Support the participation of UN Agencies in the process of consultations with the main relevant stakeholders, i.e. CSOs, representatives of the LGBTQI+ community, government institutions and other relevant stakeholders. The support will include, but not be limited to organization of meetings and consultations (including individual consultations) with stakeholders, collection and gathering of information, preparation of detailed minutes and recommendations from the meetings with the stakeholders. The relevant stakeholders include, but are not limited to, UN agencies, LGBTQI+ people, CSOs representing LGBTQI+ people, relevant national and local institutions. 2. Develop the Theory of Change (ToC) with a focus on prioritization of the needs and problems for Moldova on promoting integration and inclusion of LGBTQI+ people as well as identification of entry points for the UN to be able to support positive change. Under this task the consultant will work closely with selected stakeholders and UN Agencies to develop the ToC based on the main problems and needs of the sector identified in the course of consultations. The ToC should be based on the main assumption that supporting the country to accelerate the fulfillment of Human Rights for LGBTQI+ people will ensure they can fully participate in society. The ToC will include (approximately 50 pages) : - Introduction and purpose - Country context and situation analysis (legislative framework, data availability, access to services, economic indicators, political and civic participation, social acceptance, how different identities within the LGBTQI+ population are affected by the context and navigate systems, risks faced by LGBTQI+ persons, including those related to displacement, and impacts on individuals’ wellbeing etc.) - UNCT’s role in LGBTQI+ inclusion at country level (UNCT partnerships and programs on LGBTQI+ inclusion) - Vision and long-term goals/outcomes - Mapping of steps/actions to achieve outcomes - A stakeholder analysis - Problem Tree (key barriers and challenges in the main identified areas for inclusion encompassing the distinct needs of the intersecting identities of LGBTQI+ persons) - Solution Tree (Priorities, opportunities, and entry points for support) - Resources and inputs needed (financial and non-financial) - Monitoring strategy Description of the steps for the implementation of the tasks: 1. Presentation of the methodology, including tools, such as surveys and structure for the consultation workshops 2. Desk review and analysis of existing data, policies and plans 3. Consultation workshops with a number of different institutions, LGBTQI+ people, including refugees and stateless persons, and CSOs, parents’ associations, civil society organizations (CSOs), NHRIs and governmental institutions 4. Joint identification of focus areas 5. Elaboration of Problem Tree, including the identification of root causes for the identified problems 6. Elaboration of Solution Tree to respond to the identified challenges 7. Full ToC development, including activities, outputs, outcomes and goals 8. Review and endorsem*nt by the UNCT and Resident Coordinator Office.

Qualifications/special SkillsMaster’s degree in public health, law, social sciences, or a related field Minimum of 7 years of relevant experience in the field of human rights, rights of LGBTQI+ people with focus on analytical work in the related fields is required; Minimum of 5 years working/professional evidenced experience in policy analysis and drafting policy and/or project documents is required; Extensive experience of conducting consultations with the government and civil society organizations and development partners (minimum 5 projects in total) is desirable.

LanguagesFluency in English, Romanian and Russian languages are required
